And yet if ghosts can have a desire for revenge and are able to make their will known then the most haunted people should be magistrates who have the greatest ability to punish wrongdoers that have harmed the ghost and yet Wang says he was unable to find a single record in his research of a ghost appearing to a magistrate to lobby a complaint
